Shadow all the way unfortunately, Shiva doesn't stand any real chance at hunting him either as he tends to act far more mature and professional than Sonic most of the time.

If this was a random confrontation, I would agree that Shiva doesn't have a chance. 

 

With months of prep time, however, I think Shiva would trap him immediately.

With as stealthy as she is, and her combat prowess (enough to have taken down Batman and Robin at the same time.) I don't think Shadow would even see her coming. She'd likely wait to engage until he is sleeping and chain him to the ground.

If Shadow is serious and smart about this, Shiva won’t ever touch him. Unfortunately for him he has a track record of letting his guard down around female character like Rouge, Amy, ect. I don’t know if he’s a simp or just guzzled his respect women juice at a young age but he seems to have a blind spot when it comes to women. It’s his challenge to lose but if he doesn’t take Shiva seriously, if he falls for her fem fatale charms, he could lose out and he’ll have no one to blame but himself.

And if there is one lady I would trust to take Shadow down, it would be Lady Shiva.
