I wanna give Mr. Terrific the benefit of doubt and say that he could create the Great Saiyaman watch. Hell, he could also create the dragon radar. The Blutz Wave Generator, while plausible, I don't really see it happening. But the Time Machine? No way.

Is it me, or has Bulma gained a little junk in her trunk as she's aged?  

But yeah, I think she has this. At a glance, I don't see anything on Sloane inventing something. His successor Holt is probably better in that regard.

In defense of Mr. Terrific, the time machine is a future Bulma invention.

 

But present Bulma was able to repair and fuel one with a broken copy so take with a grain of salt.

That’s if you’re combining Future Bulmas accomplishments along with OG Bulma. If i can do the same with Mister Terrifics alternate timelines, he’d easily be able to come up with a Time Machine.
