I think that Hank Pym has an advantage over Seven of Nine in creating a better dancing robot. He has more experience and expertise in robotics and artificial intelligence, and he can use his Pym Particles to create a robot that can change its size and shape. He also has a more human personality and sense of humor, which could help him design a robot that can dance in a more appealing and entertaining way. Seven of Nine, on the other hand, may have difficulty understanding the concept and purpose of dancing, as she is more logical and rational. She may also be limited by her Borg implants, which could interfere with her creativity and originality. Therefore, I would say that Hank Pym would win this challenge.

Seven actually made a point of learning to dance and found value in it. I'm not sure the same could be said for Pym. On top of that between Borg nanites/tech and the Federation database she has access to the dancing of thousands of worlds/cultures and the Holodeck programs of their dance masters, not to mention robotics.

Pym has little interest in the arts and as noted tends to screw up the whole build robots thing.

Seven should take this.

Hank has created Pym Particles, a helmet that can talk to ants and Rover! An artificial intelligent vehicle that DID NOT end up turning evil and tried killing him! He can definitely create a robot that can dance! I can’t promise it won’t turn on him somewhere down the line, but it will dance like you wouldn’t believe!

He only managed to build Rover after a mental breakdown and he still has no displayed interest or aptitude in dance.

He also has displayed no interest or aptitude in murder or mass genocide and yet many of his creations are able to do so as easily as breathing.
 

Also big question, never saw Voyager, has Seven ever created a robot before? If yes, then in what capacity?

We all know if Pym tried to build a dancing robot. It would rebel and become anti-dancing tyrant, creating "Footloose" Earth.

If we are counting the likes of Rover than Seven helping program the Voyager and Delta Flyer computers should count as well. Seven has also programmed Holoprograms which use advanced AI and may well count as robots, depending on how you define it. She also has access to Federation database which will have the schematics for building synths, all she'd have to do is add a holo program of a historic dancing master.

Nah if anything it’ll take it’s dancing so seriously it would try to force the entire human race to become the most perfect race of dancers or be destroyed.

Also do holograms even count? I think the spirit of the game is to create real robots dude.

You're counting a flying smart car, so why not Holoprograms or starships. Again wether they count by themselves, depends on how you define robot. Even if they don't all Seven has to do is replicate a synth body and add one of the thousands of dance programs the Federation has stored. It's something she could do with the computer and appliances, she has in quarters.

Well my main point is that we know Hank can build robots such as Ultron and we know he can build an artificial intelligence that doesn’t end up turning evil such as Rover, so we know he has the means of doing what the scenario asks. 

With Seven though, it just seems as though she lacks the feats of actually creating the kind of robot that this scenario is asking for, namely a physically mechanical one instead of a holographic one.

That's not what the scenario is though. It just says "who can create the better dancing robot". Nothing about about what kind of robot and once again you are counting Rover a vehicle. If vehicles count Seven has made those.

Seven also programmed basically perfect holo replicas of the crew and can dance. So even if she's not the robotics engineer Pym is ( and frankly it wouldn't matter, because she has synth schematics and a replicator on hand ) she is clearly more successful at programming and dance. Which are going to be just as important in this scenario.
