I think I actually like Ratigan here. Jafar's magic is really weak, and the penguins would be more likely to trust a fellow animal guy

Ratigan manipulates a ton of animals. It is his shtick. Further, the Penguins while simple minded fools are a group of four and Jafar has only been seen influencing one person directly at a time.
