Neither of them are super in their element here, but Ozy is in a much better position. Sherlock's strengths tend to lie in deduction (which I'm pretty sure is actually induction) and solving a crime after it has already happened. Not to say that he's got no experience with planning, I'm certain he does, but the way he tends to operate is by solving crimes after the fact. Ozy, on the other hand, has a lifetime of experience planning high-stakes plans that tend to work. Even ignoring the whole Dr. Manhattan thing, he still successfully completed a massive international conspiracy that successfully (albeit probably temporarily) ended the Cold War and seemingly brought about world peace without being discovered by anyone other than Rorschach and Nite Owl, and that was only really because he had to get personally involved to take out the Comedian and he was literally the only person who could have physically beaten the Comedian. Rorschach might be powerfully insane, but he is a good detective and he only discovered Ozy's conspiracy after it 1. was way too late to stop, and 2. required personal involved on a level that only Ozymandias could do. Then if you factor in him outmaneuvering Dr. Manhattan, it becomes an even crazier feat. Ozy has much more experience with this kind of long-term planning than Sherlock does, and that will lead to him winning this one
