Luring someone away from Ozymandias is going to be incredibly hard. If he can use all of his resources, it would definitely be a global chase, and he's a very charming individual, so the conditioning would be very hard to break. Finally, he's probably substantially smarter as well. This should go to Ozy

Damn, real unfortunate pull, both for all the listed reasons and Lisbeth not exactly being the most...charismatic and charming person around lol. If she had her support system of allies, then maybe she could but alone, I don't think so.

How good Ozy is at charming people to his side depends on the version, comic Ozy was much more successful at convincing others to his side then the movie version. Still as C.T. said Lisbeth’s lack of social skills will probably doom her here.
