I worry that I’m wasting my time debating against the Batmobile but f*** it you only live once:

From what I looked up the Arrow Car is faster, more maneuverable, and just a better pure race car then the Batmobile, that’s more of a tank than a car in comparison. In a slug fest the Batmobile would win easily but in a race I’d put my money on the Arrow Car!

I mean, out-of-universe (and possibly in-universe as well), the Arrow Car was created in response to the Batmobile since Green Arrow's comics started out following a lot of Batman's formula. While the Arrow Car no doubt has a lot of tools in its own right, the Batmobile is rebuilt and upgraded regularly. 

The Batmoblie seems like it may be better prepped for hostile environments such as this.
