When it comes to non-Occult matters, Hellboy isn't that good of a detective. Ozymandius was smart enough to outmaneuver a being that could see time non-linearly and knew almost everything, and while his plan wasn't perfect, it was successful. Ozymandius is also very charismatic and a good actor, and that would let him escape Hellboy's notice most likely
