Psylocke outclasses in most physical categories according to the wiki (large town vs. city, hypersonic vs. massively hypersonic, etc.) which definitely favors her. Her powers will help keep her a step ahead of Cinder and could probably help locate Cinder even if she doesn't have vision on her. Cinder's biggest advantage is her elemental magic is sometimes hard to dodge and a little bit hax-y. If she could land a good ice spell or something maybe she could win but right now I'm liking Psylocke

Cinder will also have to overcome the telepathy of Psylocke which would ready her up for any attack that Cinder could come up with, and thanks to her superior speed she could very easily dodge any magical attacks from range. Up close, it still fairs the same as Psylocke is the more skilled HtH combatant but I do reckon that Cinder Fall (at least on average) punches harder than Psylocke does. It all depends on how smart Psylocke decides to use her powers.
