We have to look at the personalities of the two toys involved.

Jessie seems upbeat and cheerful, but it's to hide the emotional scars which came from abandonment. She suffers from claustrophobia and fear of the dark.  She's known bad times and it shows.

Emmet sees everything in the world as awesome. He has known no real personal suffering and probably doesn't relate to it.  To Emmet, poverty is awesome just like socks are awesome and losing is awesome and also starving is probably awesome.

So, who has the viewpoint on the world to commiserate and help one who suffers I ask?

Thank you, Fox. Said it better than I ever could.
