I think the problem for Hades here is that he operates through minions and underlings of varying competence.

Jafar can handle this matter personally.  And with his magic, he can whip up something to drive away the Scooby Gang.

Doesn't Hades level a forest by being angry when he does appear, though? Furthermore, if he starts with the Hydra the Scooby Gang are done for.

Hades is too comical to really scare the Scooby Gang away. Not only that, but he will use his minions first before he puts his hands in it. That will cost him the match because if there is one thing Jafar is good at, it is manipulating people. Jafar gets my vote.
