I don't know if White Tigerzord has any ranged attacks, but if he doesn't he's literally playing to Hedorah's advantage. Any slash, bodyslam and the like will get negated by Hedorah's sludge-like body and god forbid any of it sticks to the Tigerzord, he'd turn into scrap metal in seconds.

White Tigerzord might put up a good fight and could probably best Hedorah a few times. But Hedorah has multiple forms and is quite a hard enemy to put down for good. Without backup, WT loses this match.
