I don't really know Juvia as I've only ever seen the Fairy Tail movies but this seems like a contest of wills.

Hydroman doesn't strike me as a high emotionally intelligent dude, and Juvia messing with him could actually break him.

Well she can create and control water through magic. Water is what Hydro-man is. This is why I say this would be a contest of will. If Hydro-man had a strong will he would overcome her magic messing with him but I think it would irritate him and make him loose control thus giving Juvia better control over him. Hydro-man isn't a cool and calculating villain. Loosing his cool is a part of his character.
