He can make rudimentary disguises, sure, but back in the 19th century they didn't have much in the way of detection software. What happens when some crucial information is stored on a computer (which is a near 100% possibility) or he has to get past electronic and laser based detection systems? Also, there is the BBC Sherlock Holmes, set in the present day, to consider, and the original Sherlock did use disguises in the books, the recent films are just more flashy with it. And if you really think a mission set in present day to infiltrate an organization wouldn't involve a computer, you must be living on a different Planet Earth than I am. Still Buckys the pro here again, Holmes doesn't have as much infiltration showings as far as I know as does the Winter Soldier especially considering this was part of the boy's training.Sherlock has indeed disguised in the books. Most of the versions tended to do so one way or the other on a few cases.Here's a listing although you'll note that these versions tend to be either pastiche or parody.
