Looks familiar, UMPIRE. 

Then and now, I say that it's unlikely that the Moogles would make a defective item in the first place, but they can also make a more potent fire-resistant item. Just ask Sora how he would've fared against Hades or the various Final Fantasy heroes would've fared against Ifrits without fire-protective items from the Moggles.

I don't think arguing that a character would never be in the situation in the first place is a winning argument for the character if the character is placed in the situation by the setup. We have done this dance before @DSkillz lol, and I maintain that there is no evidence of Moogles dealing with unruly customers whereas Valeria dealt with hotheads like Cervantes, Raphael, Tira, and Nightmare and still maintained her shop. She has the customer service experience to get the job done.

Actually, it goes to show how effective Moogles are at their jobs that complaints about their product are pretty much unheard of. Plus, as I mentioned, Moogles often upgrade their items as the games progress, so if the terrain's dragon complains about a product, the Moogles make or acqurire an upgraded item easily enough.

In various games, characters have acquired fire-resistant items from Moogles to combat various powerful, fire-spouting entities, such as: 

- Phoenix 

- Hades 

- Maleficent in dragon form 

- Galien Beast 

And of course, ...  

- Sephiroth 

I think Moogles can provide this dragon with a more effective fire-resistant product.

Also c'mon, now. Who could stay angry at these little guys?
