A good match here, but neither are gadgeteers by trade, but Baby Herman runs shoulders with giants while Dot is a WB outcast locked on a water tower. Herman will have the better know how on the device construction.

Dot using an ever-expanding array of more and more ridiculous gadgets to capture someone feels in tone with Animaniacs. Baby Herman strikes me more as a character who would just try to get them blackballed out of Toon Town.

Wakko usually produces the devices. The Animaniacs are more geared towards tormenting their foe.

 

Baby Herman endandering himself with a machine is shown even in the Who Framed Roger Rabbit short. A short featuring Roger and he with a death machine seems to be a possibility and he also is an acting toon in universe. He no doubt rubs shoulders with the likes of Wile E. Coyote.

@Twogunkid definitely made some valid arguments, I still think he falls short. Dot is just on another level in the match up. Dot is definitely coming with wild, 60’s Batman, over the top contraptions to win this battle.

It just feels like Dot is more likely to produce Acme gadgets and the means to get them. I've never actually seen Herman use them myself in the Roger Rabbit movie or shorts.
