She is THE contingency for when all else fails. There is no one I would trust more in a situation like this. 

She moves in diplomatically and if that fails, explosive collars work all the same.

One overlooked thing about Allen is that he does hold a pretty high position within the Coalition of Planets which does entail him to have to speak to multiple alien species and keeping them all on the same side against the Viltrumite Empire.

So honestly he might be much better at this scenario then Waller who’s never really shown negotiating with any none earth based aliens. Also I think the invading alien armada would be much more willing to negotiate when they realize Allen could smash all their vessels to pieces if they tried anything.

Heh, Waller tends to try to intimidate more than negotiate. Allen is at least affable enough to try to talk things out first, and he also likely has more intergalactic experience than the Wall.
