Its people have the fire, the anger, and the need, but not the leader. With no one among their own who carries the mix of vision, strength, and charisma required to rally the masses, they look outward to legends of other cities and conflicts.

After weeks of searching, two names rise to the top: Barret Wallace of the Avalanche resistance in Midgar, and Sevika, the hardened enforcer of Zaun. Stories of their exploits ran like wildfire throughout the Undercity and the coincidental fact that both had lost one of their arms and replaced them with weapons only added to their mystique.
